生态环境分区管控赋能人居环境改善的基本逻辑、运行样态与实践进路

    The Basic Logic, Operational Modes, and Practical Approaches of Ecological Environment Zoning Control in Enabling Human Settlement Environment Improvement

    • 摘要: 促进人与自然和谐共生,是提高人民生活品质、改善人居环境进而建设美丽中国的应有之义。作为我国生态文明建设领域的特色制度创新,生态环境分区管控正处于制度完善阶段,可对人居环境改善起到指导作用。经过对生态环境分区管控与人居环境改善的运行逻辑分析发现:在理论基础方面,两者均深植于生态阈值理论和外部性理论,具有共同的理论逻辑支撑;在技术应用层面,生态环境分区管控借助先进的环境治理技术,能够助力人居环境改善;在价值取向上,两者均以空间正义、代际正义以及人与自然和谐共生为价值目标。然而,制度协同的不足、技术应用的壁垒以及利益协同的失衡,成为制约生态环境分区管控赋能人居环境改善这一效能发挥的关键因素,通过构建“宏观协同—中观协调—微观协作”的治理体系,能够推动生态环境分区管控赋能人居环境改善,并推动生态环境可持续发展。

       

      Abstract: Promoting harmonious coexistence between humans and nature is an essential component of enhancing people’s quality of life, improving the human settlement environment, and building a Beautiful China. As a distinctive institutional innovation in China’s ecological civilization construction, ecological environment zoning control is currently in the stage of institutional refinement and can serve as a guiding framework for human settlement environment improvement. Through an analysis of the operational logic underlying ecological environment zoning control and human settlement environment improvement, the following findings emerge: in terms of theoretical foundations, both are deeply rooted in ecological threshold theory and externality theory, sharing a common theoretical logic; at the level of technical application, ecological environment zoning control can facilitate human settlement environment improvement by leveraging advanced environmental governance technologies; in terms of value orientation, both take spatial justice, intergenerational justice, and the harmonious coexistence of humans and nature as their shared value goals. Nevertheless, insufficient institutional coordination, barriers in technology application, and imbalances in interest coordination have become the key factors constraining the effectiveness of ecological environment zoning control in enabling human settlement environment improvement. By constructing a governance system structured around “macro-level coordination — meso-level harmonization — micro-level collaboration”, it is possible to advance the role of ecological environment zoning control in enabling human settlement environment improvement and to promote the sustainable development of the ecological environment.
