The Transformation of Warfare under the Intervention of Unmanned Weapons

Abstract: The Russia-Ukraine conflict demonstrates that unmanned weapons have profoundly reshaped the landscape of modern warfare, revealing significant strategic implications. In terms of production, Ukraine has experienced a surge in manufacturing capacity, characterized by deep civilian participation, a large-scale industrial base, and extensive international cooperation. In terms of organizational structure, Ukraine has established the world’s first Unmanned Systems Forces and launched the “Brave1” platform, which is designed to streamline equipment deployment procedures, promote real-combat testing of weapons, and provide performance-based incentives; this reflects a high degree of efficiency and flexibility, and a corresponding personnel training system has emerged accordingly. In terms of tactical application, Ukrainian unmanned weapons are used primarily for battlefield reconnaissance and real-time surveillance, precision strikes and fire guidance, air-defense decoying and electronic countermeasures, and logistical resupply and battlefield rescue; combat operations thereby exhibit asymmetric, intelligent, swarm-based, and interactive characteristics, though certain limitations remain. It is widely held in academic circles that unmanned weapons themselves do not contravene international law; however, the regulation of the import and export of such weapons and their components remains a difficult issue, and the application of artificial intelligence continues to face considerable risks and ethical controversies. Looking ahead, autonomous AI decision-making, swarm-based cooperative operations, and the integration of unmanned with manned equipment will constitute the key directions of the next phase of the unmanned weapons revolution. The Russia-Ukraine conflict marks only a beginning: it signals the accelerating arrival of a new era of warfare driven by human-machine collaboration and intelligent systems—a development that poses both a test of military technology for all nations and a pressing challenge for global security governance and the ethical norms of warfare.
