Abstract:
As Chinese enterprises expand overseas, the internationalization of China’s higher engineering and technical education has emerged as a crucial pathway for enhancing the country’s institutional discourse power. In the educational cooperation between China and Morocco, however, higher engineering and technical education on both sides has encountered regulatory obstacles, reflecting the underlying tension between European-originated norms and China-oriented approaches. The Moroccan Institute of Engineering and Technology at Yanshan University has achieved a breakthrough in constructing international institutional discourse power by overcoming such barriers: at the institutional level, it has established a governance framework centered on cross-border “university-university-enterprise” collaboration, taking the applied logic of China’s higher engineering and technical education as the underlying governance orientation, thereby achieving institutional innovation that anchors the interests of multiple stakeholders; at the implementation level, it has developed a teaching model centered on a “1+2+2” academic system and substantive equivalence evaluation, thereby realizing the localized adaptation and operational embedding of Chinese education.
